UIRI traces its roots to the East African Research Services Organization, a regional R&D institution that served Kenya, Tanzania and Uganda. Uganda later established and legally sanctioned UIRI in 2002, followed by major restructuring and renewed institutional growth from March 2006.

Following the collapse of the East African Federation, EARSO disbanded and later transformed into the Kenya Industrial Research and Development Institute.
